was specially adverted to by the Non-Official Members of Council.
I really cannot see a perfect remedy for such a remonstrance unless
either by declaring the Council permanently in Session and passing an Ordinance for every deviation from the original Estimates, which seems equally impracticable and absurd or secondly by allowing the Governor to circulate to Members of the Legislative Council as he does to the Executive, proposals for expenditure in deviation from or in excess of the original Statements, the Governor being guided by the
